This style of watch fob was originally intended to hang a pocket watch and fobs from a button hole, usually a lapel button hole to hang into a breast pocket. The toggle is used to attach to the button hole and the swivel clasp holds the watch.

Measures just over 4 inches from toggle to bottom of longest fob charm and about 3 inches from toggle to swivel.
